It sounds like the gfx card, yeah...it might be that it doesn't get enough power, so could be your power supply or mainboard as well.

It could be what #2 said. There are some graphic cards that require some extra power in form of a cable connected directly from your power supply unit to your graphic card.
This is the cable http://upload.wikimedia.org/wikipedia/commons/d/d8/Power_supply_cable_for_graphic_cards_R7309255_wp.jpg
And it's rather usual that some graphic cards don't provide said cable.

what gfx do you have? Try to remove the gfx , start the computer , shut it off, put in he gfx and try to start it up again.

if that dosent work try to remove 1 memory and start up the comp , stil dosent work? put it back and remove the other one (if you have 2 or more ) Try that method , if it still dosent work your gfx is burned ;P

First vaccuum your pc and expecially the card. Try a different slot and link if possible. If there's a warranty just send it back.

Few weeks ago I had a problem with my pc. Screen was all scrambled when starting up and bios basically looked like this http://brightercomputersolutions.com/images/imag0014.jpg First just removing the card and putting it back helped but when I tried to play it crashed in 5 minutes. I was told it could be the drivers, but I couldn't even install them. VGA and safe mode worked fine.

Re-installed windows and all but didn't help so I decided to take eveything apart. Removed heatsinks from motherboard and graphics card. Put new thermal paste to GPU. It finally started working after I once more removed the card but this time I didn't touch the PSU power switch. Now running drivers from 2009 and everything is fine.

tl;dr then #4 + vaccuum + new thermal paste to GPU
